La base reale della lotta politica

La ripresa economica delle metropoli imperialistiche ha ritmi molto forti. Il ciclo mondiale presenta, quindi, caratteri che influiscono sulla situazione italiana. La metropoli italiana, infatti, si aggancia al ciclo mondiale incrementando l'esportazione e utilizzando la svalutazione della lira.

Determinata dal mercato mondiale, la ripresa italiana si attua con forti aumenti della produzione industriale e con il mantenimento di una alta disoccupazione: si attua, cioè, con un aumento di produttività.

La ripresa mondiale se è stata il salvagente a cui si è agganciato l'imperialismo italiano, indebolito in confronto ai suoi concorrenti e non ristrutturato, non è, d'altra parte, sufficiente perché la svalutazione della lira che premia l'esportazione penalizza contemporaneamente l'importazione. Nei trimestri a venire sono, perciò, destinati ad aumentare l'indebitamento estero e il disavanzo della bilancia commerciale.

Per continuare ad essere agganciato alla ripresa mondiale l'imperialismo italiano deve aumentare ancora la produttività. Può farlo in due modi: 1) con l'aumento del plusvalore assoluto, attraverso l'intensificazione dello sfruttamento, la diminuzione dei salari reali, l'aumento degli orari di lavoro, la diminuzione del costo del lavoro tramite l'evasione fiscale, ecc.; 2) con l'aumento del plusvalore relativo, principalmente tramite l'investimento. La crescita automatica della spesa pubblica, che copre quasi la metà del reddito nazionale, e l'enorme deficit tra entrate ed uscite pubbliche frenano l'investimento derivato dal risparmio italiano e lo rendono sempre più possibile solo con risparmio estero. Anche il progettato aumento delle entrate, che è poi il vero terreno di confronto dei partiti parlamentari, non risolve l'indilazionabile problema dell'aumento del plusvalore relativo, che può essere risolto solo con un investimento addizionale. Che la spesa pubblica sia pareggiata con l'entrata pubblica o con il risparmio è solo una questione contabile dello Stato e del suo grado di indebitamento.

Dal punto di vista della riproduzione del capitale, il termine di confronto è solo la spesa pubblica e questa, in Italia, è praticamente tutta consumo improduttivo.

Il problema principale della metropoli è diventato questo: aumentare la quota di consumo produttivo, o plusvalore investito, per permettere al lavoro produttivo della classe operaia di aumentare la massa di plusvalore, una cui parte sia usata per mantenere inalterato il consumo improduttivo del lavoro improduttivo.

In altri termini: per mantenere l'attuale parassitismo sociale della borghesia, della piccola borghesia e degli strati burocratici non è più sufficiente lo sfruttamento dei vasti e profondi strati del proletariato. Occorrono nuovi investimenti, occorrono nuovi macchinari. La questione sarebbe risolta con la riduzione della quota di plusvalore che alimenta il parassitismo sociale. Ma ciò è impedito dallo strumento parlamentare perchè è proprio attraverso i partiti parlamentari che tutti gli strati sociali che beneficiano del parassitismo riescono ad ottenere e a conservare quella quota di plusvalore che oggi manca all'investimento .

Dato che la ristrutturazione mondiale ha portato ad una nuova ripartizione internazionale del plusvalore e dato che l'imperialismo italiano non solo non può conservare la sua precedente parte ma ne deve cedere ancora, il parassitismo sociale italiano viene ad essere sproporzionato alla nuova situazione.

Ma siccome nella sua crescita, corrispondente alla fase in cui l'imperialismo italiano aumentava il suo peso sul mercato mondiale, ha utilizzato gli strumenti politici parlamentari della forma democratica questi stessi strumenti gli servono oggi per mantenere inalterata la sua posizione, anche quando l'imperialismo italiano diminuisce il suo peso mondiale. La contraddizione è quindi chiara: il parassitismo sociale rimane forte nella metropoli italiana che, invece, si indebolisce.

Questo è lo sfondo oggettivo della lotta politica oggi in Italia.

Marx dice, nel Capitale, che "l'economia scientifica" "ha indagato il nesso interno dei rapporti borghesi di produzione", mentre "l'economia volgare" "si aggira soltanto entro il nesso apparente" e "si limita a sistemare, render pedanti e proclamare come virtù eterne e banali le compiaciute idee degli agenti di produzione borghese sul loro proprio mondo come il migliore dei mondi possibili ".

Così come è avvenuto per l'economia, anche per la politica borghese si è avuto storicamente un passaggio dalla scienza alla politica volgare. Dall'analisi dei rapporti politici tra le classi fondata sull'analisi del nesso interno dei rapporti di produzione si è passati a quella fondata sull'analisi del nesso apparente.

La lotta politica tra le classi e le frazioni di classe, concepita scientificamente come manifestazione del processo di formazione e di ripartizione del plusvalore, è stata volgarmente concepita come manifestazione della distribuzione del reddito o, ancor peggio, come contrapposizione di ideologie. Questa degradazione del pensiero borghese, degradazione che accompagna la fine della borghesia come classe rivoluzionaria, ha portato l'analisi politica a non essere altro che una volgare pedanteria e banalità. Uguale sorte tocca all'opportunismo, il quale è divenuto una semplice variante del pensiero politico borghese. In Italia, il PCI ne è un macroscopico esempio.

La recente tornata elettorale è stata la più grossa fiera di esibizioni pedanti e banali. Le analisi politiche della DC e del PCI sono state quanto di più superficiale potesse esprimere un regime parlamentaristico in una dittatura democratica del capitale. Per non parlare, poi, dei partiti minori e ridimensionati e del partito dei supercandidati e sottovotati intellettuali piccolo-borghesi.

Eppure, la base oggettiva della lotta politica tra le classi e tra le frazioni di classi presenta più che mai un nitido connotato. Si tratta di indagare, come ci insegna Marx, il nesso interno dei rapporti di produzione, si tratta di indagare il processo di formazione e di ripartizione del plusvalore prodotto dalla classe operaia.

Il marxismo ha sviluppato la scienza che analizza la struttura economica ed applica questa scienza alla analisi della sovrastruttura. Sulla scorta della scuola marxista, il Partito leninista cerca di applicare la scienza alla politica. Ciò spiega la validità della analisi delle tendenze di fondo che si delineano nella sovrastruttura politica. Una di queste tendenze, individuata negli anni scorsi e definita lo scorso anno, è il bipartitismo di Stato con base di massa piccolo-borghese. Questa tendenza è individuata dall'analisi scientifica marxista e, con il consueto ritardo, solo oggi è trattata dall'analisi volgare che vede esclusivamente l'apparente sempre pronta, di fronte a nuove apparenze, ad approdare ad altri lidi.

La analisi leninista di questa tendenza si basa, invece, sulla avvenuta egemonia del grande capitale statale sul capitale sociale italiano e sulla persistenza di una piccola-borghesia che può sopravvivere solo con massicce iniezioni di plusvalore. Questa è la base oggettiva della lotta politica in Italia. Nessuna consistente frazione borghese contesta più l'egemonia capitalistico-statale, nessuna lotta per ridurre considerevolmente la quota di plusvalore che fa sopravvivere la piccola borghesia. Perciò non esiste lotta politica per ridurre il capitalismo di Stato e per ridurre la piccola borghesia. La lotta politica riguarda e può riguardare lo scontro tra schieramenti capitalistico-statali con appoggio di gruppi capitalistici privati. E' uno scontro interno al capitalismo di Stato e da ciò, data la concentrazione economica e data la concentrazione del conflitto politico, deriva la necessità della concentrazione partitica, la necessità, cioè, del bipartitismo di Stato.

Questo è il quadro politico definito, questi sono i confini oltre ai quali oggi non si svolge alcuna lotta politica, esclusa quella minoritaria del proletariato rivoluzionario.

Difatti nessun partito parlamentare va oltre ai confini suindicati. DC e PCI fanno a gara nel difendere il capitalismo di Stato e la piccola borghesia. Siccome il capitalismo statale fonda attualmente la stabilità della sua egemonia

sul controllo della piccola borghesia, DC e PCI fanno a gara nell'assicurare tale stabilità.

Essendo la DC il partito chiave del capitalismo statale, è verso questo partito che confluisce la maggioranza della piccola borghesia.

La lotta politica vera e propria oggi in corso riguarda, invece, il salario reale. Il reale confronto tra DC e PCI riguarda non tanto il salario reale dei vasti strati proletari, da anni sacrificati, quanto la misura in cui il PCI è disposto a sacrificare il salario reale degli strati più alti del proletariato, che sono poi gli strati più organizzati dal PCI. Su questo problema effettivo e non sulle ideologie si muove oggi il confronto politico ed anche l'attenzione del Partito leninista che lavora per organizzare ed educare tutti i proletari.
