Gli affari delle idee politiche

La crisi di ristrutturazione in cui, da anni, si dibatte la metropoli italiana ha prodotto, se non altro, una maggiore franchezza. Non vi è, oggi, industriale o governante, economista o parlamentare, padrone o sindacalista che non dica apertamente che occorre esportare di più e importare di meno, e che per esportare occorre produrre di più e a minore costo e che per importare di meno occorre consumare ancor meno. Tutti, poi, sono d'accordo nel diminuire i salari reali e divergono solo sui modi con cui arrivarvi. Quella che noi abbiamo definito la politica imperialistica contro i salari è divenuta, ormai, apertamente e senza più ipocrisie, una posizione comune a tutti i protagonisti del dibattito ufficiale. Ancora pochi mesi fa vi era chi demagogicamente, sosteneva che occorreva privilegiare il mercato interno sulle esportazioni e sacrificare le rendite invece dei salari. Oggi si sono tutti allineati, buon ultimo il neoparlamentare Napoleoni il quale, in primavera, contro Modigliani sosteneva ancora che solo l'aumento dei salari reali avrebbe costretto il sistema a ridurre le rendite e il parassitismo e, infine, a riformarsi. Chi pensa che noi esageriamo può rileggersi tutti gli sdegnati commenti fatti alla proposta dell'economista italoamericano Franco Modigliani di riduzione del salario reale!

Che cosa ha provocato una tale unanimità in pochi mesi? Due fatti. Il primo è che la politica è determinata dal movimento della economia. Le idee della classe dominante, e quindi anche quelle dei suoi funzionari specialisti e politici, cambiano con le realtà dominanti dell'economia.

Il secondo fatto è che l'economia italiana è sempre più integrata nell'economia internazionale, è sempre più una parte di un sistema economico mondiale. Quindi, le idee in Italia cambiano nella misura in cui si muove il sistema economico mondiale dell'imperialismo. Nella misura in cui la classe dominante in Italia è determinata, per la sua sussistenza e per la sua stessa sopravvivenza, dal mercato mondiale le sue idee dominanti saranno quelle determinate da ciò che succede nel mercato mondiale. Potrà sembrare impossibile a chi crede, gramscianamente, che sia la cultura nazionale a formare la politica e, quindi, anche la politica economica. Eppure, è così. Per verificarlo non c'è che confrontare, ancora una volta, ciò che venne detto pochi mesi fa e ciò che viene detto oggi.

Noi marxisti siamo, in fondo, materialisticamente generosi: per noi è il processo economico a far mutare le idee, piuttosto che la malafede e la cialtroneria, che certo non mancano. La tendenza generale del capitale produce lo sviluppo delle forze produttive come base, dice Marx "e anche l'universalità delle relazioni e quindi il mercato mondiale, come base".

La tendenza del capitalismo è, perciò, la sua internazionalizzazione. Il mercato mondiale diventa la base di tutti i rapporti sociali e politici. Non è possibile una azione politica che prescinda da tale base. Non sarebbe una azione politica ma una semplice velleità. Se tale base vale per la strategia rivoluzionaria la quale parte da essa per analizzare ed individuare i cicli economici e delle lotte delle classi, le fasi controrivoluzionarie, le crisi e le fasi rivoluzionarie, a maggior ragione vale per i borghesi, per i loro economisti e per i loro politici conservatori o riformisti ed opportunisti.

A parole possono negare Marx e la sua teoria della determinazione economica della politica, nella pratica sono costretti a comportarsi, anche senza saperlo, come egli aveva previsto. E più la loro base oggettiva è quella del mercato mondiale, più il loro comportamento politico è tanto determinato da essere previsto dal marxismo rivoluzionario capace di analizzare e seguire attentamente la fonte della determinazione.

Certo, il parlamentarismo che vive di chiacchiere e di discussioni produce delle ideologie che offuscano il processo di formazione delle idee della classe dominante adeguate all'andamento del mercato mondiale. Nello strumento parlamentare dello Stato democratico ogni interesse pratico si trasforma in una serie di idee generali che vengono discusse, confrontate, emendate in quanto tali. In questa trasformazione gli interessi diventano lotte ideali nella oratoria parlamentare e nella lotta della stampa. Diventano, così, correnti ideali della cosiddetta opinione pubblica. Marx dice di più. Dice che il regime parlamentare rimette tutto alle decisioni delle maggioranze, come se le grandi maggioranze al di fuori del Parlamento non potessero decidere, non avessero già deciso.

Le maggioranze dei voti sono date dai cittadini, cioè dai proletari e dai piccolo borghesi; ma le maggioranze del potere sono date dalle frazioni della classe che detiene il potere economico e, di conseguenza, il potere politico.

Ebbene, ora ci troviamo di fronte ad un caso esemplare. Mentre lo strumento parlamentare della vecchia legislatura non funzionava più e quello della nuova legislatura non funzionava ancora, le frazioni della borghesia italiana concordi cercavano di inserirsi massicciamente, con l'esportazione, nella ripresa del mercato mondiale che né esse, né le loro idee né le idee del parlamentarismo italiano avevano determinato. Per farlo hanno bisogno di merci competitive e per avere queste merci hanno bisogno di costi del lavoro più bassi, dato che sono concordi nel non ridurre la rendita e il parassitismo sociale.

L'andamento del mercato mondiale, d'altra parte, non permette dilazioni e chiacchiere. Le imprese italiane si inseriscono rapidamente nell'allargamento della domanda internazionale. Le grandi maggioranze si sono formate nella pratica, le grandi maggioranze hanno deciso senza discutere, senza bisogno di discutere, senza saper nemmeno di dover discutere. A Parlamento chiuso e a comizi aperti. Intanto, non ci sono dubbi: la retroguardia delle idee seguirà docilmente l'avanguardia degli affari. Non è mai avvenuto il contrario. E se qualcuno aveva una idea che non si era accorta che strada avevano preso gli affari quell'idea ha fatto marcia indietro e quel qualcuno ha preso la strada buona.

Il vecchio Marx le aveva bene capite le peripezie tormentate delle idee quando disse che l'insieme dei rapporti di produzione costituisce la base reale della società sulla quale si eleva una sovrastruttura giuridica e politica e alla quale corrispondono forme determinate della coscienza sociale. Non contento, Marx aggiunse che questa base reale condiziona tutta la vita sociale, politica e intellettuale.

L'Introduzione del 1859 non a caso è la bestia nera di tutti i politici ed intellettuali borghesi ed opportunisti. Gli uni la negano come una volgarità materialistica, gli altri si arrampicano sugli specchi della filologia per revisionarla. L'unico modo semplice, per loro, di negare la validità della teoria di Marx sarebbe quello di dimostrare il contrario con il loro atteggiamento. Non ci sono mai riusciti. Non ci riescono. E quindi attaccano Marx perché dice la verità. Gli imprenditori, almeno, non perdono tempo perché per loro, e lo dicono, idee e affari sono la stessa cosa. Ma se le idee sono gli affari cosa è la democrazia? E' l'idea migliore del migliore affare: il migliore involucro del capitalismo, come dice Lenin. Un momento, ci obietta il riformista democraticista, quella è la democrazia rappresentativa, occorre invece una democrazia partecipativa! Rispondiamo subito con Lenin: "La democrazia è una delle forme dello Stato. Invece noi marxisti siamo nemici di ogni specie di Stato". E la democrazia partecipativa? Appunto: dovrebbe essere quella nella quale il popolo partecipa al massimo, sino al punto in cui gli "uomini armati sono la massa stessa" e non esiste "il comando esercitato sulle masse da reparti di uomini armati distinti dal popolo", cioè un Governo con una polizia ed un esercito. Ma a questo punto "cessa di essere una democrazia perché la democrazia è la sovranità del popolo e il popolo armato non può esercitare la sovranità su se stesso".

Aggiungere aggettivi alla democrazia non serve a cancellare la sostanza della questione del potere. Noi siamo per la dittatura del proletariato. Gli opportunisti, i democraticisti, sono per la dittatura del capitale, con o senza aggettivi.
