Europe Passes the Mercosur Test

Internationalism No. 85, March 2026 Page 10 On January 9 th , the European Council authorised the signing of the agreement with Mercosur, the customs union comprising Brazil, Argentina, Uruguay, and Paraguay. The decision by the 27 member States, taken by majority vote, overrode strong opposition from France, with Poland, Austria, Hungary, and Ireland also voting against and Belgium abstaining. Ratification by the European Parliament is still pending, as it has requested a legal opinion from the Court of Justice in Luxembourg, but both the Council and the Commission seem inclined to apply the agreement provisionally, as urged by the German and Italian governments. Internationalism No. 80, October 2025 Page 14 From the series The war industry in China The grand military parade held in Beijing to celebrate the 80 th anniversary of victory in the Chinese people’s War of Resistance against Japanese aggression , attended by 26 heads of State and government from Latin American, African, and Asian countries, was first and foremost a show of force. CCTV, China’s State television, said: The parade featured unmanned intelligent systems, underwater combat units, cyber and electronic forces, and hypersonic weapons, highlighting the growing capacity of the People’s Liberation Army (PLA) to harness emerging technologies, adapt to the evolving character of warfare, and prevail in future conflicts ( South China Morning Post , September 4 th ). This Trumpian rearmament will have to be approved by Congress, where so far only the heads of the armed forces committees have expressed their support. Regardless of whether or not these figures will be immediately reflected in the Pentagon’s budgets, they are nevertheless indicative of the strategic scenario that Washington intends to guard against.
